Manolis Grafakos

Secretary General for Waste Management Coordination at the Ministry of Environment and Energy from 2019 to present

Secretary General at the Municipality of Metamorfosis from 2012 to 2019, he contributed to one of the largest debt restructurings ever undertaken by a local authority. The debt was reduced by €600,000 and the annual interest and principal payments were reduced by €700,000.

Deputy Secretary of the New Democracy Party Program from February 2016 to January 2019, he made a significant contribution to the drafting of the New Democracy Party’s government program.
As President of the Intermunicipal Association of 21 Local Authorities of Northern Attica in 2011, he promoted the innovative Urban Observatory Program.

As Mayor of Melissia from 2007 to 2010, he carried out important work on infrastructure and urban regeneration. He increased the municipality’s assets by €22 million and refinanced its loans at the lowest interest rate on the market.

As Deputy Director of the Attica Psychiatric Hospital from 2004 to 2006, he contributed to the promotion of the “Psyharagos” Deinstitutionalization Program.
From 1994 to 2004, he worked in the financial sector and in investment banking as a business consultant on financial issues. He participated in project teams involved in the listing of large companies on the stock exchange and in many large corporate mergers.
He is a doctoral candidate at the University of the Aegean with a thesis on the Greek pension system, holds a master’s degree in Business Administration – MBA from the University of the Aegean, a master’s degree in Banking from the Hellenic Open University, and a master’s degree in Tourism from the University of the Aegean.

He is a graduate of the Department of Economics at the National and Kapodistrian University of Athens.
